I can’t speak to this deal specifically (haven’t gone yet today) but in general you can buy multiple items and it will trigger for every 2nd one.
Sadly I went to Kroger today in TN and these weren’t bogo for me. They were just marked down from 6.99 to 4.99.
I purchased the tissue today and submitted it to check out 51 but it was not approved because it can only be purchased from certain stores and kroger’s was not on the list:

I found the coupon on my account and used it with our bogo sale! But when my daughter searched her Kroger account, she couldn’t find the coupon to load. We tried going thru your website & clicking on the link, but no luck. Also my neighbor saw what a good deal I got, so she too was going to go and get some, but the coupon was not on her account either. Has anyone else had this problem? Kinda strange that I was the only one who had it.
